Sometimes yes but sometimes no. I think it's depends on the circumstances.
If the parents are :
1,abusive
2,luck of caring about their child on their part
3,they shows bad example for them or they are criminals too ....
than yes they're responsible,but if the kid is just being an idiot than no because you don't have to being responsible about your kid luck of brain cells.
